THE issue of the week in Westminster has, once again, been the budget.

In debates, the SNP put forward an amendment that would have changed the VAT plans and brought relief to households and businesses alike for what is a completely indiscriminate tax. The VAT increase will hit rural areas like ours hardest. The UK Government's VAT increases on petrol and diesel will be in addition to the rises in duty, which will have a knock-on effect on the price of all goods transported into the North-east. We will see prices of food and other essentials go up, and all of us will be affected, at a time when many are already feeling the spending squeeze. I strongly believe that in creasing VAT will put a strain on our public services at a time when they need support more than ever. The combined VAT bill for Moray Council, Grampian Police, NHS Grampian and the local Fire and Rescue Service will run into millions, which will have to be clawed back from other areas of service. It will also be expensive for businesses fighting their way out of recession - taking spending power out of the local economy. Testing time AFTER a hard fought, but unsuccessful, campaign to save the Motorcycle Test Centre, I recently highlighted the fact that the decision to close test centres around the UK is now being reviewed by the Minister for Transport.
