Moray Council says risk assessments needed at nurseries to make sure children can’t get out

Nurseries in Moray will have to undertake risk assessments to make sure children can’t get out of their premises or grounds.

The move will also make sure that no unauthorised person can gain access.

An audit carried out by Moray Council into the safety procedures of early learning and childcare premises has stated there is a need for the assessments.

Officers visiting both council and privately-run nurseries found that the security of children was treated seriously, but improvements still need to be made.

The council is also recommending that nurseries keep a list of key-holders as well as instal alarms on external doors accessible to children.

In addition, it believes there is a need for site-specific guidance to follow in case of any incidents of unauthorised access.

In his report audit and risk manager Dafydd Lewis said: “The audit visits to nurseries found effective supervision arrangements for the children.

“However, the physical controls to manage access and exit to nursery grounds and play areas varied, with some nurseries having low fencing and concerns noted regarding locks for the gates.

“It is appreciated that challenges face some nurseries regarding physical security arrangements.”

The report will be discussed by councillors on Wednesday, but its recommendations are currently earmarked to be in place by the end of August.
