Hale, who along with his assistant Stefan Laird quit Huntly this week to accept the Borough Briggs job, succeeds Barry Smith in the Black and Whites' hotseat.
The 35-year-old spoke about his ambition and said he is "very driven" and "motivated" to succeed at City.

Hale will work with current player and former boss Ross Draper to gain a quick knowledge of the playing squad before he takes charge for the first time at East Fife on Saturday.
"I'm grateful for the opportunity," said Hale. "I've work really hard in the last 11-12 years in management to get into this position today."
He will meet the players for the first time at training on Thursday. "We will start embedding in our ideas on a week-to-week basis, getting to understand them as people first and foremost," Hale added,"then assess where we are at that point and cpome January, if we need to strengthen then we will look at opportunities to do that."
Elgin chairman Graham Tatters said he was impressed with the club's new management team.
"They have demonstrated a hunger and the negotiations have been very easy to do because they they want to make what they see as a step in the right direction for their careers," he said.
"We've got a young and enthusiastic partnership and I think that is so important to try and move the club forward."
